“When can I retire?” can conceal several different questions: which rules apply, whether you meet them, what a payment estimate assumes and what must happen to complete the process.
Begin with the system and record
Confirm the retirement system and membership information relevant to you. Do not apply a colleague’s tier or a general employee example to your own circumstances. The Phoenix Retirement Office page is the official COPERS starting point; a person in another system needs the appropriate official source for that system.

Move from eligibility to assumptions
After identifying the applicable rules and record, ask what eligibility has actually been established. Then ask what an estimate assumes: proposed date, service record and the specific payment option being illustrated. An estimate can be informative without being a final election or a guaranteed amount.

Worked hypothetical: a tentative date needs verification
Imagine an employee who has a preferred retirement month and has heard a colleague describe a filing interval. Rather than treating that interval as universal, the employee first asks which eligibility route and record apply to them. They then ask what the relevant official filing instructions require for the proposed date.
The Phoenix retirement page lists different timing categories and links to the complete administrative regulation. The employee uses that source and official clarification to determine the applicable requirements, rather than counting backward from the colleague’s example. No personal deadline or eligibility conclusion is supplied here.
The employee also asks which estimate assumptions would change if the proposed date changes. That produces a focused conversation: a planning date, verified facts and unresolved questions. It avoids announcing a final departure based on an unconfirmed estimate. The example is hypothetical.
Keep benefit coverage in a separate lane
A pension question does not answer every health-benefit question. The City benefits page separates employee and retiree resources. Ask which audience and plan year apply around your proposed transition, and what official steps or confirmations are needed.
Do not assume that the last working day, retirement date, first payment or a coverage change all occur together. Have the relevant offices explain their own dates and dependencies. Keep sensitive records in the verified channels designated for them.
Know when the question becomes a decision
Learning about an option, requesting information and making an election are different acts. Before a consequential election, understand its conditions and whether it can be changed.
